Permit requirements are local. The Florida Building Code is different from California’s Title 24. Orange County, Florida has different setback rules than Orange County, California. Miami-Dade has HVHZ wind zone requirements that no other county in the country replicates.

What passes in one city can fail in another — even when the project type is identical. A pool permit site plan that works for Hillsborough County, Florida needs different formatting, different notation, and different scale requirements than the same permit in Los Angeles.

Key Jurisdictional Differences Across the USA

Florida

67 counties with independent requirements. Miami-Dade and Broward are HVHZ zones requiring special wind-resistant construction. FEMA flood zones affect large portions of the state. State ADU law overrides many local ADU restrictions. Energy code (Title 24) affects new construction and major remodels. Coastal Commissions have overlay requirements for coastal properties.

Texas

Many Texas cities, especially Houston, have limited zoning but still require site plans for permits. HOAs can impose additional restrictions in planned developments.

New York / Northeast

Many jurisdictions require licensed architect preparation. Zoning is dense and varies significantly block by block in urban areas.

Southeast states (Georgia, North Carolina, South Carolina)

Growing markets with permit activity increasing. Requirements generally follow IBC but with state-specific amendments.
