City-Compliant Site Plan Services in the United States

One of the most common mistakes in permit site plan preparation is using a national template and hoping it works for your city. It doesn’t. Every city and county in the United States has its own zoning code, its own setback rules, its own formatting requirements, and its own submission portal.

I’m Engineer Wasim of Site Plans Online USA. This guide explains what “city-compliant” actually means in practice, and how we ensure every plan we prepare meets the requirements of your specific jurisdiction.

Why City-Specific Compliance Matters

Permit requirements are local. The Florida Building Code is different from California’s Title 24. Orange County, Florida has different setback rules than Orange County, California. Miami-Dade has HVHZ wind zone requirements that no other county in the country replicates.

What passes in one city can fail in another — even when the project type is identical. A pool permit site plan that works for Hillsborough County, Florida needs different formatting, different notation, and different scale requirements than the same permit in Los Angeles.

This is why template-based site plan services fail. Applying the same document to every city ignores the fundamental variation in local requirements.

What City-Compliant Means in Practice

For every site plan we prepare, we:

  1. Research your specific county’s zoning rules — setback requirements for your exact zoning district, not a general average
  2. Confirm impervious surface limits — maximum coverage allowed for your property’s zone classification
  3. Format for your county’s submission portal — file naming conventions, scale requirements, PDF format standards
  4. Include project-specific required elements — pool barrier notes for FL permits, ADA parking for commercial, HVHZ notation for Miami-Dade
  5. Reference correct code editions — 2025 International Building Code, Florida Building Code 8th Edition, California Title 24

Key Jurisdictional Differences Across the USA

Florida

67 counties with independent requirements. Miami-Dade and Broward are HVHZ zones requiring special wind-resistant construction. FEMA flood zones affect large portions of the state. County-specific portal requirements (Accela, FastTrack, ePlan) each have their own file standards. For Florida: Site Plans FL.

California

State ADU law overrides many local ADU restrictions. Energy code (Title 24) affects new construction and major remodels. Coastal Commissions have overlay requirements for coastal properties.

Texas

Many Texas cities, especially Houston, have limited zoning but still require site plans for permits. HOAs can impose additional restrictions in planned developments.

New York / Northeast

Many jurisdictions require licensed architect preparation. Zoning is dense and varies significantly block by block in urban areas.

Southeast states (Georgia, North Carolina, South Carolina)

Growing markets with permit activity increasing. Requirements generally follow IBC but with state-specific amendments.

How to Confirm What Your City Requires

The most direct approach: read your permit application checklist. Most cities and counties post this on their building department website.

Better yet: use our Permit Requirements Checker or send us your permit comments we’ll confirm what your specific jurisdiction needs.
