The HVHZ includes Miami-Dade and Broward counties. It is a special wind zone established in the Florida Building Code that requires the most stringent product testing and construction methods in the United States to resist hurricane-force winds.
For site plans submitted in Fort Lauderdale and Broward County, HVHZ means:
- All construction must meet Florida Building Code HVHZ provisions (Chapters 15 and 44)
- Products used in construction must have a Miami-Dade Notice of Acceptance (NOA) the standard Florida Product Approval system is not sufficient for HVHZ
- Structural drawings for commercial permits require PE stamp
- All sheds must have signed and sealed shop drawings from a Florida-licensed Engineer OR Miami-Dade County Notice of Acceptance to qualify for installation within the HVHZ.

Fort Lauderdale Permit Portal and Jurisdiction

The City of Fort Lauderdale operates its own Development Services Department. All permit applications submit through the Fort Lauderdale portal at fortlauderdale.gov/building.
Contractor licenses valid for unincorporated Broward County are valid only for pulling permits in unincorporated Broward County or contracted cities. If pulling permits in a Broward County municipality, you must contact the municipality for their requirements.
Fort Lauderdale is a municipality it has its own building department separate from Broward County. Properties with Fort Lauderdale addresses inside city limits submit to the city, not the county.
All exterior work in Fort Lauderdale requires a current, signed, and sealed survey as well as a site plan locating all proposed work.

Waterfront setbacks: Nothing but a mooring device can be installed or attached to a seawall. Canal-front properties have waterfront setback regulations specific to structure type.
Canal Lots and Waterfront Setbacks
For properties abutting a waterway, no opaque fence, hedge or wall shall be permitted to exceed two and one-half feet in height when located within a sight triangle.
Canal-front lots in Fort Lauderdale require careful setback analysis. Your site plan must show:

- Waterway buffer notation where applicable
- Any dock or seawall structure separately permitted
Fort Lauderdale Pool Barrier — HVHZ Requirements
Residential swimming pools in unincorporated Broward County must be enclosed by a fence of 5-foot minimum height or an open-mesh screen enclosure. All screen doors and fence gates must be equipped with self-closing, self-latching mechanisms.
Note: Broward County unincorporated requires 5-foot barrier minimum. The City of Fort Lauderdale follows F.S. 515.29’s 48-inch minimum with HVHZ wind-rating requirements for barrier materials.
