What a Site Plan Means in Pensacola
A site plan is a scaled drawing of your property showing lot boundaries, existing structures, and proposed work with all setback dimensions labeled. The City of Pensacola requires a site plan showing where the fence is going to be in relation to the property lines, as well as the height of the fence. The same applies to all other permit types.
Three Separate Jurisdictions in the Pensacola Area
City of Pensacola Building Inspections — Uses the MGO (MuniRevs Government Online) online portal. Serves properties inside Pensacola city limits. To make sure your project meets requirements, first verify your jurisdiction using the Escambia County Property Appraiser website.
Escambia County Building Services — Processes permits for unincorporated Escambia County. A recorded Notice of Commencement is required for any work with costs of $5,000 or more.
Pensacola Beach (Santa Rosa County) — Pensacola Beach is on Santa Rosa Island within Santa Rosa County — entirely separate from Escambia County. All accessory structures on Pensacola Beach require approval of the SRIA (Santa Rosa Island Authority) Board. Permits submit through Santa Rosa County, not Escambia County.

Typical residential setbacks in Escambia County: 25 ft front, 7.5 ft side, 20 ft rear. Pensacola and Pensacola Beach have separate requirements. NAS Pensacola proximity affects zoning.

Wind Borne Debris Region NOT HVHZ
Pensacola and Escambia County are NOT in the High-Velocity Hurricane Zone. This is a common misconception. HVHZ applies only to Miami-Dade and Broward counties.
However, Escambia County is in the Wind Borne Debris Region under the Florida Building Code. This means:
- Glazed openings must be impact-resistant or protected by impact-resistant coverings
- Construction must meet wind speed requirements for the applicable zone
- Site plans for structural additions reference the applicable wind exposure category
This is less stringent than HVHZ but more demanding than inland Florida counties. Miami-Dade NOA is not required in Pensacola.
Pensacola Beach Fence Rules
On Pensacola Beach, fence approvals require additional review under Pensacola Beach fence standards. Waterfront fences require Architectural Environmental Committee approval. Fences seaward of the Coastal Construction Control Line require a FDEP permit. Fence construction requires final inspection by SRIA staff.
For mainland Escambia County fence permits: Escambia County requires a Land Use Certificate before installing any type of fence. This ensures the fence complies with local zoning and is built fully within the legal property boundaries.
Historic Districts in Pensacola
The Seville Historic District, North Hill Preservation District, and East Hill neighborhood are designated historic districts. Exterior changes in these districts may require Historic Preservation Board review before the building permit is approved.
NAS Pensacola Military Proximity
Naval Air Station Pensacola is one of the largest naval complexes in the United States. Properties in Accident Potential Zones (APZ) near the base have additional land use restrictions affecting exterior construction and structure height. We check military proximity zone status for applicable Pensacola parcels.
F.S. 515.29 — Pool Barrier Compliance
Florida Statute 515.29 requires a minimum 48-inch barrier around all residential pools. Pensacola pool site plans must show barrier location, height (48 inch minimum), gate details (self-closing, self-latching, outward-swinging), and latch height (54 inches minimum above grade).
