Who Governs California PE Stamps?

California PE stamps are regulated by the California Board for Professional Engineers, Land Surveyors, and Geologists (BPELSG) under the Business and Professions Code (BPC), Sections 6735–6735.6.

Every PE practicing in California must hold an active California PE license. License status is verifiable at search.dca.ca.gov.


What Must Appear on a California PE Stamp?

Required elements:

  • Licensed PE’s full legal name
  • California PE license number
  • State: “State of California” or “California”
  • License type: Civil, Structural, Mechanical, Electrical, Chemical, etc.
  • Official California seal (grizzly bear emblem is traditional but currently not required by the Board — some PE stamps include it, others don’t)
  • License renewal/expiration date — unique California requirement; must show renewal date

Physical stamp dimensions: Minimum 1.5 inches in diameter (circular stamp required).


California PE Stamp Expiration Date Requirement

This is the most commonly missed California PE stamp requirement for out-of-state engineers unfamiliar with California rules.

California law (BPC 6735.3) requires that the PE stamp clearly show the license expiration/renewal date. A California PE license expires on the last day of the PE’s birth month every two years.

A stamp on a document dated after the license expiration date is invalid. Building department plan reviewers are trained to check this.


Electronic PE Stamps in California

California accepts electronic PE seals for digital permit portal submissions under BPC 6735.4.

Requirements for a valid California electronic PE seal:

  • Must be unique to the individual engineer
  • Must include the engineer’s authentication (digital signature)
  • Must be encrypted or protected to prevent unauthorized use
  • The signed PDF must show the PE’s name, license number, discipline, and renewal date

Most California building portals (LADBS PermitLA, San Diego OpenDSD, San Jose PBCE) accept digitally sealed PDFs.


Civil PE vs. Structural Engineer (SE) in California

This distinction matters for California more than most states.

Civil PE: Can stamp most civil engineering documents including site plans, drainage plans, grading plans, retaining walls, foundations for standard residential, and general structural work for non-essential facilities.

Structural Engineer (SE) license: Required in California for:

  • Schools (K-12) and community colleges
  • Hospitals and skilled nursing facilities
  • Essential services buildings (fire stations, police stations, emergency facilities)
  • Buildings over 160 feet in height
  • Post-disaster essential facilities

For standard commercial and residential structural work, a California civil PE with structural experience can stamp. For the building types listed above, a licensed SE is mandatory.


When Is a PE Stamp Required in California?

Always required:

  • All commercial building permits
  • New commercial construction
  • Commercial tenant improvements (in most jurisdictions)
  • Grading plans for projects over certain earthwork thresholds

Often required:

  • Residential additions over 500 sq ft
  • Structural modifications (load-bearing walls, new beams, foundation changes)
  • ADU new construction (structural drawings)
  • Retaining walls over 4 feet

California-specific: CalTrans and state facility projects have additional PE requirements beyond local building code.


Florida PE Stamp — Key Differences

Florida PE stamps are governed by the Florida Board of Professional Engineers (FBPE) under Florida Statute 471. Key differences from California:

  • Florida PE stamps must show the engineering discipline
  • Electronic seals accepted under F.S. 471.025
  • Florida licenses expire annually on February 28 (not on birth month like California)
  • HVHZ zones (Miami-Dade and Broward) have product approval requirements in addition to PE stamp
