The University of Florida has over 55,000 students. That number doesn’t shrink. And every year, Gainesville homeowners add more rental units, more garage conversions, more backyard cottages trying to capture a market that never stops growing.
Florida SB 943, effective July 1, 2025, just made that easier for virtually every single-family lot in the city.
I am Engineer Wasim of Site Plans Online USA. If you’re a Gainesville property owner thinking about an ADU, the legal landscape just shifted in your favor. The permit still requires a site plan. We prepare it.
What a Site Plan Means in Gainesville
A site plan is a scaled drawing of your property showing lot boundaries, existing structures, and proposed work with all setback dimensions labeled. A building permit is a legal document that gives you permission to start construction at an agreed upon location, in accordance with approved drawings and specifications.
You will need to submit a site plan if you want to build a driveway, construction drawings if you’re building an addition, or a whole set of construction documents for a new home. Every permit type has its own documentation requirements.

ADU in Gainesville What Florida SB 943 Changed
The City of Gainesville allows one attached AND one detached ADU per lot in most residential zoning districts by right. Plan review takes 3–4 weeks when using pre-approved free plans.
The City of Gainesville launched a free ADU plans initiative in May 2025, providing pre-approved construction drawings at no cost to homeowners. City Architect Sarit Sela and Deputy Chief Plans Examiner Linda Maze designed these plans specifically for local zoning and setback requirements. Using them reduces plan review time significantly.
For Alachua County: One ADU is allowed per principal residence in most residential zoning districts. Accessory units have no minimum size and may be a maximum of 1,700 square feet of heated/cooled area or 50% of the primary residence gross square footage, whichever is greater.
ADU applications in Alachua County submit through Citizenserve. The zoning permit fee is $70 and requires a site plan, floor plan, and ADU affidavit.
Tree Ordinance What Triggers Documentation
Gainesville has a tree protection ordinance. Significant trees typically 12 inches or greater diameter at breast height may require tree survey documentation when permits affect them. The City’s Tree Conservation Area designations protect certain mature trees. Some site plans require additional documentation before the permit application is accepted.
We flag tree ordinance requirements for applicable Gainesville orders.
Historic Districts in Gainesville
Gainesville has several designated historic districts: Duckpond, Pleasant Street, and Northeast/Southeast Historic Districts. Exterior changes in designated districts require Historic Preservation review before the building permit is approved.
NOT HVHZ
Gainesville and Alachua County are not in the High-Velocity Hurricane Zone. Standard Florida Building Code applies. No Miami-Dade NOA required.
F.S. 515.29 — Pool Barrier Compliance
Florida Statute 515.29 requires a minimum 48-inch barrier around all residential pools. Alachua County adopted a swimming pool code as part of Ordinance 02-01. Your Gainesville pool site plan must show barrier location, height (48 inch minimum), gate details (self-closing, self-latching, outward-swinging), and latch height (54 inches minimum).
F.S. 553.792 — 10-Day Correction Deadline
