Tallahassee is the only major Florida city with no coastline. No HVHZ. No barrier islands. No Coastal Construction Control Line. No seawall setbacks.
What it has is the state government, two major universities, and a residential permit market that runs on the standard Florida Building Code without the coastal complexity that dominates South Florida.
I am Engineer Wasim of Site Plans Online USA. If you’ve dealt with Miami-Dade or Broward permits before, Tallahassee will feel simpler. The complexity here is different. The permit portal is shared between the city and county. The tree ordinance is real. The ADU market around FSU is one of the most active in North Florida.
What a Site Plan Means in Tallahassee
A site plan is a scaled drawing of your property that must depict the actual location and dimensions of the project, all property lines, and all existing structures. Leon County requires a site plan for most residential permit applications.
Note: If you are applying for a permit in a recorded or unrecorded subdivision, check for additional regulations in your deed restrictions. These regulations are a private matter between subdivision property owners and are legally binding. It is possible to obtain a permit that complies with Leon County Land Development Regulations while violating deed restrictions.
The TLC Permits Portal
TLC Permits at tlcpermits.org is the online permitting and licensing hub for both Leon County and the City of Tallahassee. The portal allows you to apply for a permit, check status, schedule inspections, and obtain results.
Contact: Leon County 850-606-1300 · City of Tallahassee 850-891-7001.
The City of Tallahassee also maintains a separate City portal for certain commercial and land use applications. We verify which system your permit requires based on your project type and parcel jurisdiction.

NOT HVHZ What That Means
Tallahassee and Leon County are not in the High-Velocity Hurricane Zone. This means:
- No wind notation beyond standard Florida Building Code requirements
- No Miami-Dade Notice of Acceptance (NOA) required
- No HVHZ-specific engineering review for shed permits
- Standard Florida Product Approval applies
Compared to Miami-Dade or Broward, Tallahassee permits carry none of the HVHZ overlay burden.
ADU Market Near FSU and FAMU
Florida SB 943 (effective July 1, 2025) requires the City of Tallahassee and Leon County to allow ADUs on most single-family residential lots. ADUs are allowed in most residential zoning districts by right.
Florida State University (50,000+ students) and Florida A&M University drive one of the most active ADU and rental property markets in North Florida. Garage conversions, detached backyard cottages, and attached ADU additions are common permit types in Tallahassee.
Our Tallahassee ADU site plans show unit location, setbacks (4 ft minimum rear and side under state law for detached ADUs), parking, utility connections, lot coverage, and access.
Tree Ordinance Canopy Roads
Tallahassee has one of the most recognized urban tree canopy programs in Florida. The City’s Canopy Roads designation protects tree-lined routes throughout the city. Significant trees may require tree survey documentation when permits affect them. Some site plans for properties near protected canopy roads require a tree survey alongside the permit application.
We flag tree ordinance requirements for applicable Tallahassee orders.
F.S. 515.29 — Pool Barrier Compliance
Florida Statute 515.29 requires a minimum 48-inch barrier around all residential pools. Tallahassee pool site plans must show barrier location, height (48 inch minimum), gate details (self-closing, self-latching, outward-swinging), and latch height (54 inches minimum).
F.S. 553.792 — 10-Day Correction Deadline
Once the City of Tallahassee or Leon County issues a correction notice, you have 10 business days to respond. We turn corrections around within 12 hours.
Why Site Plans Get Rejected in Tallahassee
