Siesta Key has been named the number one beach in the United States multiple times. Properties there are among the most sought-after in all of Florida. They are also among the most regulated barrier island construction rules add layers to every permit application that mainland Sarasota properties don’t face.

I am Engineer Wasim of Site Plans Online USA. Sarasota County has four separate building departments within its boundaries. Getting the jurisdiction right is the first step. Getting the setbacks right is the second.

What a Site Plan for a Permit Means in Sarasota

Site plan document with architectural drawings, rolled blueprints, a blue construction hard hat, and a pencil on a table in front of a house under construction

A site plan is a scaled, overhead drawing of your property showing existing structures, proposed work, and every setback labeled in feet. Standard requirements for Sarasota County include a completed application, a site plan showing property lines and setbacks, architectural plans or floor plans, structural engineering calculations if applicable, and contractor licensing information.

The building department uses your site plan to verify compliance with Sarasota County’s zoning code and the Florida Building Code. A missing setback dimension or incorrect impervious surface calculation triggers a correction notice.

Four Building Departments Inside Sarasota County

Sarasota County (unincorporated) — Submit and track permits through the Accela Civic Application portal at aca-prod.accela.com/SARASOTACO. Physical address: 1001 Sarasota Center Blvd, Sarasota, FL 34240. Covers Siesta Key, Casey Key, and unincorporated mainland areas.

City of Sarasota — The City of Sarasota Building and Permitting staff review building plans and provide technical inspections. The City has its own portal at the City’s permitting website separate from Sarasota County.

City of Venice — Venice is an incorporated city in southern Sarasota County with its own building department. Not Sarasota County.

City of North Port — North Port is Sarasota County’s largest city by area. Own City of North Port building department and portal.

A Sarasota mailing address does not tell you which department governs. We verify your parcel before drawing begins.

Sarasota County Setback Requirements

For standard RSF (Residential Single Family) zones in unincorporated Sarasota County:

SetbackStandard RSF
Front25 ft
Rear25 ft
Interior side7.5 ft
Corner lot — street side15 ft
Accessory structures5 ft rear and side
Pool — water edge to rear5 ft minimum
Pool — water edge to side5 ft minimum
Screen enclosure5 ft rear and side

Coastal setbacks in Sarasota County mandate 50–100 foot buffers from shorelines for barrier island properties, with variances available for erosion control.

Sarasota County Accela Portal

Submit and track building permits through the Accela Civic Application portal at aca-prod.accela.com/SARASOTACO. Starting November 24, 2025, Sarasota County transitioned to a new payment processor. A surcharge applies for certain credit/debit card transactions.

Standard residential permits: 15–25 business days. Minor permits (fences, sheds): 5–10 business days. Commercial and complex projects: 30–60+ days.

We format every Sarasota County site plan for Accela submission correct file naming, correct format, no intake rejections.

What Requires a Permit in Sarasota County

In Sarasota County, sheds under 100 square feet do not require a building permit. Sheds over 100 square feet require a permit.

Fences under 6 feet tall generally do not require a building permit in Sarasota County but zoning setbacks still apply. Fences in zoning-restricted areas may require a permit regardless of height.

Even when a permit is not required, the structure must meet all setback and zoning requirements. A fence placed in a setback or easement is a violation regardless of permit status.

Siesta Key Unincorporated Sarasota County

Siesta Key is unincorporated Sarasota County not its own municipality. Permits submit through Sarasota County’s portal.

Siesta Key’s barrier island location means:

  • Coastal Construction Control Line (CCCL) from FDEP applies to Gulf-facing properties
  • FEMA VE and AE flood zones cover significant portions of the island
  • Coastal setbacks mandate 50–100 foot buffers from shorelines
  • Impervious surface limits are stricter on barrier island lots

We verify CCCL status and flood zone designation for every Siesta Key order.

Longboat Key The Split Jurisdiction

Longboat Key is split between Manatee County (northern portion) and Sarasota County (southern portion). The Town of Longboat Key governs the entire island as a single municipality. All Longboat Key permits go through the Town of Longboat Key Building Department not Manatee County or Sarasota County directly.

F.S. 515.29 — Pool Barrier Compliance

Florida Statute 515.29 requires a minimum 48-inch barrier around all residential pools. Your Sarasota County pool site plan must show barrier location, height (48 inch minimum), gate details (self-closing, self-latching, outward-swinging), and latch height (54 inches minimum).

F.S. 553.792 — 10-Day Correction Deadline

Most Sarasota County permits expire after 180 days of inactivity. More immediately: once Sarasota County issues a correction notice, you have 10 business days to respond under F.S. 553.792. We fix corrections within 12 hours.

Why Site Plans Get Rejected in Sarasota

Wrong jurisdiction portal — City of Sarasota, Sarasota County, City of Venice, City of North Port four separate systems. Wrong portal costs time.

CCCL conflict — Barrier island Gulf-front properties submitting without FDEP coordination.

Coastal shoreline buffer missed — 50–100 ft buffer from shorelines required on barrier island plans.

Impervious surface missing — Required for pools, decks, and additions.

Shed over 100 sq ft without permit — Many assume all small sheds are exempt. Not above 100 sq ft.
